Enviroforce's Offshore Asset Decommissioning and Decontamination Process

  1. Initial Asset Evaluation and Regulatory Planning

    • Survey and Assessment: Conduct a detailed offshore survey or during the asset's penultimate docking. Assess contaminants, hazardous materials, ballast water, marine growth, and oil residues to determine the extent of decontamination required.

    • Regulatory Compliance: Prepare all documentation in alignment with MARPOL, IMO, and Basel Convention regulations for transboundary waste. Confirm adherence to international waste shipment protocols and obtain necessary clearances.

    • Logistics Coordination: Organize the towing and transport logistics, ensuring all regulatory requirements are met, and secure permissions for the vessel's movement under Basel Convention guidelines.

  2. Offshore Preparation for Tow and Transit to Outer Port Limit (OPL)

    • Preparation for Transport: Prior to towing, perform initial decontamination to reduce pollution levels and mitigate risks during transit. This includes managing ballast water and ensuring the vessel is ready for safe tow.

    • Ballast Water Management: Identify contaminants in ballast tanks, and treat or pump out ballast water to ensure it meets international discharge standards before transport.​

  3. Towing to Outer Port Limit (OPL) and Initial Regulatory Clearances

    • Tow Master Survey and Tow Preparation: Coordinate the towing process with specialized tugboats and tow master surveys to ensure the vessel is safely moved to the OPL. During this phase, ensure all required regulatory documents are in place, including permission for transboundary waste management under the Basel Convention.

    • Port Clearance for Activities: Obtain Port Clearance for the vessel to engage in decontamination and related activities once at the OPL. Ensure that clearance covers safety, environmental, and regulatory compliance.

  4. Third-Party Surveyor and Gas-Free Certification

    • Third-Party Survey: Conduct a third-party survey to inspect the vessel and confirm that all necessary decontamination and safety protocols are followed. This inspection includes checking for the removal of any hazardous materials, pollutants, and verifying ballast water treatment.

    • Gas-Free Certification: Once the third-party survey is passed and all safety measures are confirmed, obtain Gas-Free Certification for the vessel. This certification ensures the vessel is safe for further activities and for being brought alongside the recycling facility.

  5. Transfer to Onshore Facility and Final Pre-Onshore Decontamination

    • Final Decontamination Offshore: Conduct final decontamination steps offshore, including removal of hazardous materials such as asbestos, mercury, lead, PCBs, and cleaning of contaminated areas. This also includes tank cleaning to ensure that residual oil and chemicals are removed.

    • Oil and Fuel Residue Extraction: Extract and dispose of remaining fuel and oil residues from tanks, preparing the vessel for its safe transfer to shore.

  6. Water Contamination Management

    • Water Filtration and Disposal: Address water contamination by treating and filtering contaminated water, including mercury and other pollutants. Ensure all water is disposed of or treated in compliance with environmental standards.

  7. Hull and Deck Cleaning

    • Marine Growth and Biofouling Removal: Clean the hull and deck areas to remove marine growth, biofouling, and other contaminants to prevent the spread of invasive species, in line with MARPOL standards.

  8. Final Pre-Arrival Inspection and Compliance Certification

    • Inspection and Certification: Complete final inspections to ensure all decontamination and compliance steps have been documented. Generate the required certifications to confirm adherence to MARPOL, IMO, EU, and Basel regulations.

  9. Arrival and Transfer Alongside the Recycling Facility

    • Move to Recycling Facility: After passing all surveys, regulatory checks, and safety certifications, the vessel is safely moved alongside the recycling facility.

    • Offloading and Final Handover: Upon arrival, the vessel is offloaded at the facility, ready for the final stages of dismantling and recycling.
